In early 2026, the Institute, in conjunction with our collaborators,
Carbon Balance Initiative and Professor Stephanie Arcusa at Arizona State, will launch a project to advance the idea of carbon takeback obligations (CTBOs) to help scale carbon dioxide removal to requisite scales during this century, and to ensure producer
accountability for carbon dioxide emissions. A CTBO, at its core, is a policy mandate that would require fossil fuel extractors and importers to store, or pay for the storage of, a progressively increasing fraction of the carbon dioxide generated by their
products. The goal is for this obligation to reach 100% by a target net-zero year, such as 2050.
On September 23, the Institute and its partners will convene a meeting in New York to present a case for CTBOs. The session will bring together representatives from CDR startup companies, environmental NGOs, academia, and government to discuss the potential
benefits, challenges and risks associated with this approach, as well as the potential architecture for operationalizing this policy.
