Please Help Identify "IR Decoder for SAA713x & SAA716x"

When I booted up my computer today the above was minimized on my
taskbar. Anyone know what it is or what is does? I've never seen it
before and I've already scanned my pc in case it was a virus. The
only options available are to "move" or "close" it. Google hasn't
been very helpful.

You probably need drivers for your TV tuner card/ or your USB TV tuner
adapter.
