Hi Nicole,

Every day across Ontario, an average of seven people are killed or injured on our roads. 

Most deaths and injuries do not result in charges. For those that are charged, most cases that lead to conviction result in a penalty or a small fine.

Drivers who recklessly kill or seriously injure vulnerable road users like pedestrians, cyclists, road workers, and emergency responders often face minimal charges; no restitution is provided to families so that it won’t happen needlessly again. The Protecting Vulnerable Road Users Act (Bill 54) aims to change this. 

Support the Protecting Vulnerable Road Users Act (Bill 54)


Bill 54 has passed second reading at Queen’s Park with support across the political spectrum. It is a comprehensive bill that enhances the Progressive Conservative government’s MOMS (Moving Ontarians More Safely) Act, but it is not law yet. Soon, the provincial government will vote on whether Bill 54 is necessary – we believe it is. It will provide more restitution to victims and their families, and those behind the wheel will be faced with more meaningful consequences such as:

  • license suspensions
  • driver re-education
  • mandatory court attendance to hear victim impact statements
  • community service

Passing Bill 54 will help make our roads safer through actual deterrents and ensuring that driving is treated as a privilege with serious responsibilities, not an inherent right. If passed, it will be another essential safety measure added to the existing policies (such as Vision Zero) to change dangerous road designs in the city.
