I'm struggling to importe CSV framework to my moodle site but I am not able, please can you help?

what should I do first ?

I'm not familiar with Moodle, but looking around it looks like it's PHP based?

What steps did you follow to try to import the CSV framework?

Did you get an error message?

I tried to import Competancy framework but the error appeared is:
csv framework description file "format file is invalid"
I don't know with which format should I open the file

I don't know what you have available to you to view the file raw, but you need to open the file in some kind of raw text file editor like Notepad and see what the data looks like. That will tell you what kind of format to specify.

okay, otherwise I tried the Notepad as well but the result given is not the wanted, I think it's a database format with tables and raws as you said..
 I am creating a new website with the plateform e-learning moodle that why I am encoutering a lot of difficulties as I am a new user ...

I would suggest contacting Moodle support to see if they can help you with what you're trying to accomplish as it doesn't appear to be directly a CSV format problem, but instead a Moodle functionality question.
