IRV in Aspen?

Does anybody know about the movement towards IRV presently underway in Aspen?

I ask because inquiries to the City of Fort Collins about implementing
IRV have been met with responses like this one, saying that IRV isn't
possible because of voting machine issues on the state level:

Anybody have more details or clarifying information?
