I just uploaded an expanded (chapter) version of the Governing
Documents sections for use in compiling the book (hopefully!).

Amy, this is a terrific addition to the report. My only two suggestions would be to consider 1) reminding the reader, in the last paragraph, to consult with legal counsel before recommending adoption of a "green" amendment, and 2) providing hyperlinks for the entities you mention in "Check the Various LEED Guidelines or Local Equivalents".

And in the Energy Management Section, I suggest adding "or LED" following "fluorescent" in the first bullet:

Lighting
* Light bulbs and light fixtures -buy or convert to fluorescent lamps and bulbs.
* Harvest daylight. Locate workstations adjacent to windows.
* Use DaySwitch(tm) on light switches. This photo sensor measures daylight levels and sends a signal to a microcontroller that switches lights on and off
* Replace inefficient exit signs with high efficiency LED exit signs. These operate 24 hours a day and have lower maintenance costs due to their extended life.

Also, we could add the installation of motion sensor systems to turn on lights only when needed.
