Role Overview
We are seeking a specialized Technical Business Analyst with deep expertise in healthcare quality measurement and clinical data logic. This role is focused on the translation of business requirements into functional specifications specifically for HEDIS (Healthcare Effectiveness Data and Information Set) and NCQA guidelines. The ideal candidate will possess a rare combination of business analysis skills and technical proficiency in Clinical Quality Language (CQL) and SQL to validate and map quality measures.
Technical Core & Responsibilities
Quality Measurement & Compliance
- HEDIS Expertise: Analyze and translate requirements related to healthcare quality measurement, ensuring strict compliance with HEDIS, NCQA, and CMS regulations.
- CQL Logic: Provide subject matter expertise on Clinical Quality Language (CQL) logic, including reading, mapping, and validating measure development and implementation.
- Regulatory Monitoring: Stay current on industry updates regarding interoperability standards, FHIR, and evolving quality measure specifications.
Technical Analysis & Data Validation
- SQL Proficiency: Execute complex SQL queries for data extraction, transformation, and analysis to support high-accuracy quality measure reporting.
- API Lifecycle: Support the design, documentation, testing, and deployment of APIs with a specific focus on healthcare quality metrics.
- Mapping & Documentation: Prepare detailed use cases, process flows, and data mapping documentation aligned with CQL and HEDIS standards.
Agile Collaboration
- Requirement Workshops: Lead sessions with internal teams and clients to extract and define technical specifications from high-level business goals.
- QA Partnership: Collaborate with Quality Assurance teams to define rigorous test scenarios and ensure the accuracy of measure calculations.
Required Skills & Qualifications
- Core BA Skills: Strong experience in requirement gathering, documentation, and stakeholder management within a technical environment.
- HEDIS/NCQA: Deep understanding of HEDIS measures, NCQA guidelines, and healthcare quality reporting frameworks.
- CQL (Mandatory): Hands-on experience with Clinical Quality Language (CQL) is a non-negotiable requirement for this role.
- SQL Mastery: Proven ability to use SQL for data-driven validation and analysis.
- Interoperability: Familiarity with FHIR and modern healthcare data exchange standards.
