If 黒 means black, why is HAZAMA Kuro's name written 黒男 ?
男 can be read "O" - so does that mean it's just extending the O at
the end of kuro - for aesthetric purposes?

Or is this something else?

I thought his family name "hazama" meant "guy" or "prerson" or
something.

It doesn't:

狭間【はざま】

So - what, does his name basically mean:

"Illegal Black Jack"? :P

BJ's name is written "Kuro-o" but pronounced "Kuro" with a long O burring the two O sounds together.
 
The 黒 part means black and the 男 part means "otoko" man, shortened and read as "O".  That's where the "guy" or "person" part of his name comes from, black + person, but it's all from his given name, the family name is separate.
