[BIP127] announcements: removal of Proof File Format and update status to Complete

This post is a general announcement of 2 updates to BIP127 Simple Proof-of-Reserves Transactions that were made in BIPs PR 2168 entitled "BIP-0127: Prune some unfinished part and mark complete" at https://github.com/bitcoin/bips/pull/2168.

In the PR description, BIP127 author Steven Roose wrote:

I haven't worked at projects related to this BIP for many years. The second part of the BIP was not entirely finished and never implemented by anyone I am aware of. The former part is still useful as a general-purpose construction that I hear some projects have adopted in some similar shape or form.


The updates are:

- Removal from the BIP127 Specification section of the Proof File Format (the "second part" referred to above), a file format used to package a set of proofs and relevant metadata. The Proof Format (the "former part" referred to above) and the PSBT Extension sections remain as-is.

- Update of the BIP127 status from Draft to Complete.
