I called City Police Tuesday @ 12:42 PM when I drove home and noticed an
older, tall, thin, black man wearing a blue knit cap with white horizontal
stripes in the front, a light tan sweat shirt, too short brownish slacks and
no shoes. He was staggering, peering down driveways, going onto porches. I
reported him when I saw him walk up one neighbor's driveway, dig through her
garbage and pee on her back fence. As I was reporting his behavior, i also
reported he was walking towards McDonalds. Four officers showed up very
quickly on bikes and spent a lot of time at a vacant house but did not speak
with me, nor pursue him in the direction I had reported him to be walking.
I saw the same man later Tuesday near First United Methodist. He had donned
sneakers and was alternately walking and riding a three wheeled bike to
which was attached something like a baby trailer in which he had an electric
string trimmer and a couple of long handled yard tools. He proceeded east
down America Street.
I walk daily and will keep an eye out. I had noticed him Monday knocking at
a house that is being renovated and then just sitting on there porch after
having had no answer.
