NEW CONTRACTS NEWS FLASH

Accenture Wins 8-Yr, $54Mn Debt Collection Contract with US DoJ 
According to media reports, the US Department of Justice (US DoJ) has awarded Accenture an eight-year, USD 54 million contract for a system for debt collection support.
The contract has a base period of one year and seven extension options. Under the terms of the contract, Accenture will provide DoJ with a system for debt collection support. The system functions include organizing information for the support of lawsuits and to monitor payment agreements. The justice management division of the US DoJ will use the system as a tool to help attorneys and other officials to work out the final stages of collecting debts owed to the federal government. CACI, a Virginia-headquartered IT services provider, and AMS had also placed their bids for the contract. 

Mellon Wins Deal to Service $4Bn ABN AMRO Fund 
The Irish operations of Mellon Financial Corporation, a US-headquartered asset management services provider, has won a deal to service USD 4 billion Ireland-based
money market fund of ABN AMRO. The duration and financial terms of the deal have not been disclosed. Under the terms of the deal, Mellon will provide fund administration and trustee services to ABN AMRO. It would provide global custody services for the fund through its international custody joint venture with ABN AMRO. 

Genpact Wins 5-Yr FAO Contract with GSK 
Genpact, an Indian business services provider, has won a five-year finance and accounting outsourcing (FAO) contract from GlaxoSmithKline (GSK), a UK-headquartered
pharmaceutical company. The financial terms of the contract were not disclosed. Under the terms of the contract, Genpact will support some of the US-based functions of GSK, including accounts payable, fixed assets, general accounting, process planning, travel and expense, and business applications. The transition of FAO services take place throughout 2006. GSK will engage some of its staff members to oversee the operations being outsourced to Genpact.

Dell to Establish Technology and Development Center in Malaysia 
According to media reports, Dell, a US-headquartered computer hardware manufacturer, will establish a technology and development center in Cyberjaya, Malaysia. The
investment required for the center was not disclosed. The center is expected to have a strength of about 1,000 people. It will provide value-added services, including process design and software development. 

Dubai Outsource Zone to Start Operations by July ’06 
According to media reports, Dubai Outsource Zone (DOZ), a free zone for the outsourcing industry, is expected to be operational by July 2006. The zone is aiming to
account for a 5 percent share in the global outsourcing industry and expects to have 200-300 companies in the first five years of its operation. The zone is targeted at the companies providing mid- to high-end IT and BPO services in sectors, including finance, accounting, IT, payroll processing, graphic design, engineering, biotech, R&D, and design. In a related development, the Arab bank has signed an agreement with DOZ to move its back-office operations to the DOZ. The new facility of the Arab bank, Arab Company for Shared Services, will conduct back-office work, including processing for fund transfers and retail and commercial loans. 

IT SEZs will lead to mega job boom
In a significant policy intervention that could settle the ongoing dispute over IT sector special economic zones (SEZs), PM has said that employment generation will be a key eligibility criterion for approving new IT SEZs. The move adds a new twist to the tussle between the commerce & industry and the finance ministries over the ‘minimum area’ requirement for IT sector SEZs. The Prime Minister’s Office has endorsed a proposal that calls for the creation of at least 10,000 jobs for setting up IT SEZs in mega cities like Delhi, apart from a minimum built-up area of 1m sq ft, senior government officials said. In the case of other cities, the committee has prescribed a minimum generation of 5,000 jobs and a built-up area 500,000 sq ft. In the case of smaller towns, the minimum employment creation criterion will be 2,500 jobs and the minimum built-up area will be 250,000 sq ft. As of now, IT SEZs need to have at least 10 hectares of land. The finance ministry has been demanding that this minimum area criterion be increased to 25 hectares along with 1 lakh sq m of built-up area.

NASSCOM Aims To Make Outsourcing Safer
NASSCOM will set standards for privacy and security, and monitor its members to ensure they adhere to them. If it discovers breaches it will consider a "range of
punishments" which could include expelling members or involving law enforcement, according to Mehta [Nasscom VP]. Training will also be offered to companies that need support in order to be compliant with the security standards. The initiative, which has so far cost Nasscom $300,000, comes after allegations of Indian outsourcing fraud including the sale of customer data by staff members.

Apart from damage or loss and memory loss of the handset, which leads to the loss of contact numbers stored on the mobile, the service will also allow consumers to maintain a virtual phonebook, which will not be constrained by the phonebook memory limit of the handset. The numbers can be stored on the server by sending business cards toll-free to a designated number, which would automatically store the numbers. Alternatively, the numbers can be fed in through the internet. The numbers remain in the server even if the handset is lost or the phonebook in the memory is deleted. The numbers can be retrieved through a toll-free SMS or through the internet. This service would come for a monthly fee of Rs 30.
