 Ref: Constitution  of  India, Part  Three - Fundamental  Rights, Article 19(1) (g)  which  says-
 
All  Citizens  SHALL  have  right  to  Practice  any  Profession, or  to  carry  on  any  Trade, Occupation, or Business.
 
FACTS:
# Irrigation  is  a  State  subject;
# In  Maharashtra, If  one  intends  to  purchase  Agricultural  Land  for  Agriculture,  She/He  must  be  a  FARMER. It  follows  the  Govt.  has  itself  recognised  farming  as  an  Profession  or  Occupation.
# By  virtue  of  Art. 19(1)(g),, the Constitution  guarantees  Every  Citizen........
# Without  Irrigation i.e.  Water  this  right  is  meaningless.
# The  State  is  under  obligation  to  provide  adequate  Water  for  Irrigation  to  all  Farmers  and  they  cannot   plead  inadequacy  of  Funds  as a  defence  for  not  providing  Water.
# State  has  power  to  impose  Taxes  for  generating  revenue.
# State  has  unfettered  powers  in  framing  policies  and  Programmes  without  even  subject  to  Judicial  review.
 
We  are  least  concerned  for  the  Corruption  involved  at  every  step.
we  are  concerned  with  our  Fundamental  Right  and  we  must  get  it  and  the  State  has  taken  an  OATH  before  taking  Office.
 
Relief  From  the  High Court:
Within  a  stipulated  time  frame, the  State  Must  ensure  Water  for  Irrigation, or  face  Contempt.
