Having a library for every chapter

My suggestion is that every BUM chapter office have a small library,
consisting of books related to the country, which are collected solely
through the members who have read these books, and have donated the
same to the library. Anybody who wants including the public should be
able to sit inside and read these books to understand the system.
Also, we have to prepare bills to be presented in the state and central
legislative assemblies some day in the future which when passed will
completely change the system. It will take us years to define the
problem and write the solutions.

In India, we have Govt posts to talk to the US Secretary of State about
nuclear fuel, but no post or position where at the very local level
people can govern themselves. We need to have a system like the city
councils in US, which have complete control over the entire things
related to the ground level. The police system for example must be
dissolved, and it must be decentralized. People should elect the
immediate councils which govern them, and these councils must have
control, and there must be such councils in the village level itself.

Simply taking the exploitative British ICS and police system, and
telling them that "now the people govern" is not going to create
democracy anywhere.

can I start a chapter in germany as well? only problem I see is, I
myself am not deeply acquainted about our administrative system and i
am unable to put forth potential suggestions and solutions for various
problems. but i do like these discussions very much and can try to do
