I start with some presumptions:
1) water is <Scarce> and <Life> in the real sense of the word;
2) No one prays to live Slum Life;
3) Everyone has Common sense and understand basic Economics;
4) We are a Country of Paradox.
We are a Country,,to talk about Practice of Discrimination and degree of Mal-Administration can be gauged from simple fact,,The Govts on one hand carries a Campaign and beg Metropolis to save Water for whatever reason and on the other hand it is yet to reach villages with Water after 60 Yrs. of Independence.
If Metros' are asked to save Water,,it follows that they are supplied plenty and people waste because they have plenty.
There may be not enough or Potable Water in hamlets and Villages but Metropolis must have ample potable Water for flushing in Toilets, Cleaning Vehicles, enjoying Bath tubs swimming pools Water kingdom to name few.
By supplying them plenty they habituated to waste though not intentionally.
What,,if People in Villages,,deprived of their Share and Right of Water,,are Given their <Share> and <Right>.
It shall have multidimensional impact and I could make out only few,,nevertheless,,fundamental.
Impact can be Studied in Three dimension though not independent--
A) More Water for Living and Irrigation SHALL FOLLOW-
= Large Scale Production of Foodgrains-
= Higher Productivity and economies of scale-
= Lower Prices-
= Larger disposable Income and savings- = Increase in Expenditure and Investments-
= Higher GDP.
B) = No or Less Migration-
= No further Slums-
= Perhaps Reverse Migration-
= A Planned City.
c) The Other side of the Impact,,
= Villagers getting their share follows less Water for
Metropolis-
= hue and cry-
= decent use of Water, adoption of Conventional and Non
conventional measures to save and Harvest and Recycle-
= Revival of Dead Water Bodies for Metropolis' increasing needs.
The NET impact-
Employment Generation,
Better Health, and......................................
The Q arises why they should not be given their Share and Right !!!!
