reason for the poor infrastructure in INDIA

being in India many of us have changed the word 'comfort' to
'compromise' in all our dictionaries!!
but what is the cause of all these? is it the lack of fund or
initiatives? i say no!!
all is being done but the enforcing agencies fail. India has one of the
largest written laws in the world but there is no strong enforcing
agency to implement them.
in this case ie. of the por infracture in ind ia, the public works
depart ment is responsible for the conceiving infracture ideas and
implempenting them, either by its own means or with the helpmof private
contractors. in the case of the contractors, the pwd or the concerned
government authority issues tenders and in theory the contract goes to
the most competitive bidder.
in reality the contractors do not play it fair, they fix the play and
the government ends up giving the contract in a less competitve price
an usully this less competive price has difference in crores!!!!!
then comes the quality testing agency of the Indian govrnment which in
theory is to assure that the standards and the quality promised at the
time of the contract's issue is met, but that dosent happen!!
the officials (excepting a few good men/women) are fatlly bribed and
are prevented from doing their duty of reporting the short commings of
the contractors.
so the result is a collatral damage!!
it also affects in other ways as:
* avoiding a budding contractor who in prudent from acquring contracts
* government in pover favoring a particular cast in acquring contracts
* in the congestionn that emergews out of the poor infrastructure.

so friends i can write on but i think it will not help unless we take a
decisive stand. give me ideas, please
