CONSTITUTION DRAFTING PROCESS


Constituent assembly will have a primary responsibility of constitution making. It will act as an advisory body for making constitution of Bharat Uday Mission. It will be dissolved after constitution adoption. Process of making of constituent assembly will be initiated by Admin Team.


It will consist of

One member from every chapter.

All members of drafting committee


Convener will provide direction for proper discussion and maintain the discipline.

There will be two co-convenvers. Convener will appoint one members as co-convener, who will assist convener.


I.DRAFTING COMMITTEE:


It will draft the constitution and put forward to constituent assembly for its approval. It will consist of

  1. Five members chosen from constituent assembly.

  2. Three nominated members

  3. One legal thinker

  4. One administrative/management thinker

  5. One social worker

  6. Moderatorbm


Convener and co-conveners of constituent assembly will be convener and co-conveners of drafting committee respectively. Convnebver will decide about the nomination of members in a process of consultation.


II.ELIGIBILITY: CONSTITUENT ASSEMBLY MEMBER


  1. He should be a member of BM for sometime. Must be well versed with functioning of BM.

  2. He should be 200% convinced about BM's political and social ideology.

  3. He should be a disciplined member of BM

  4. He should be a thinker and visionary.

  5. He should have sufficient time in next three months to participate in discussion.

  6. Good reading and writing skills.

  7. Creative political and social outlook.






III.ELECTION: CONSTITUENT ASSEMBLY MEMBER


He will be elected by consensus or through a poll at chapter levels by the chapter members.


IV.ELIGIBILITY: DRAFTING COMMITTEE MEMBER


Same as constituent assembly member.


V.ELECTION: DRAFTING COMMITTEE MEMBER


He will be chosen through voting. Every one will vote for each candidate in yes/no. 5 top candidates as per umber of votes in their favor will be chosen. In case of tie, convener's vote will be deciding factor. Person getting highest vote will be convener of the drafting committee and constituent assembly. Person getting second highest vote will be co-convener of the drafting committee and constituent assembly. One co-convener will be appointed by convenver.


VI.PROCESS OF DRAFTING CONSTITUTION


Whole drafting committee will work as a team and will draft constitution. Draft team will divide entire work into distinct parts and will finish them one by one: when one part will be finished, it will be sent to const. assembly and to BM_discussion for feedback. After considering all feedback, draft team will again finetune that part and then will finalise that through poll in draft group and then move to next part.

Every member will be allowed to send at max one mail in a day. They have to produce timely results. Every member has to send his contribution biweekly to convener. Non- performing members will be removed by convener.

Convener will provide choices for logo, flag etc. It will be sole responsibility of convener to provide all resources demanded by drafting committee.


Drafting committee will put drafts in constituent assembly for discussion and for taking inputs as per its own convenience.


VII.PROCESS OF CONSTITUTION ADOPTION


Two weeks will be given for discussion for constitution as a whole and then constituent assembly will go for voting. 3 days will be given to members to cast their votes.


Constitution will be deemed accepted and adopted by 55% of total casted votes in favor.



SOME MORE POINTS:


  1. Every chapter coordinator will send a report/ppt giving details of experiments and their result to convener. It will be presented to drafting committee.

  2. Drafting committee will be empowered to call for volunteers to help in its work. Convener and Co-conveners will be responsible for making comprehensive criteria for selection of volunteers. Volunteers can be removed by convener (After consultation with co -conveners ) in case, volunteers don't perform or they are not required.Volunteers will not have any voting right.

  3. Constituent assembly members should meet once in a month or so at some place to discuss and finalize things. Place and Date must be chosen by consensus. Concept of Quorum etc will be developed by drafting committee. Only constituent assembly members will be allowed to attend such meeting i.e. they can not nominate their representative.

  4. No chapter will be allowed to change or withdraw its representative during the process.

  5. One thread to give suggestions will be run by the drafting committee convener on BM_discussion after the drafting process is over. All members will be given one week time to give their suggestions on BM_discussion.

Dear Friends
If BM is not an egoistic organization then it must go to learn many things from other social experiments with open heart. in very First step BM must learn the real meaning of democracy.
Any constitution must be made in general meeting (face to face) and in total democratical system (not by self defined democracy).
i am welwisher of BM, thus i give my unbiased advice. personally i know the future of BM, and i dont need anything for my identity (i have enough and better and more serious identity), i am giving healthy advice to make BM more mature.
BM should leave its childish attitude and beaviour.
It is not a company or educational institute or political party in western countries. first feel your country and culture inside heart, then BM may be able to work something for society.

I disagree. There are some things that can be made online, and some
things that simply aren't meant to be done online. Making drafts of
constitution, analysing them and giving replies is much simpler and
efficient via online means. This way, everybody manages to read the
whole text, and the opinions flow. There can be even more texts to
start from, not just one single constitution to add to or to subtract
from.

I think it's a very democratic system.
