Respected All,

Assalaam.

I am infront of you all with a very odd and personal request.

I have taken stand with the who's who of the area and have got the system of LPG Sale and Supply system corrected for the marginalized section of the society especially educationally and economically. And the area is such like that there is not a single Intermediate college for the proper schooling of the younger generation.

With my activism and noise the HPCL (HP gas) has taken stern action and have made the system in check with penalties in Lacs with the warning of termination before August 15, 2015. For this inretaliation and to take vengeance and in the continuance filed FIR under SC/ST (Prevention of Atrocities) Act and under u/s 147/149/443/452/419/420/500/504/506/385/468/469 IPC and 3(i)(viii)(x) sc/st act on April 14, 2015.

I have taken this initiative since March 04, 2015 and upto April07, 2015 compelled HPCL to have inquiry through its Vigilance department, QA & QC Teams and other senior officials. And subsequently HPCL penalize it heavily with the last warning of termination. The whole scenario is attached with this mail and cold be verified from me.

Now Distributor, DySP, SP, DM, DIG and some Ministers of Bihar and of my District East Champaran have conspired and are trying to frame me in some terror charges as already they have issued Arrest warrant in less than some 10 days. Even the file of my case has been moved such expeditiously that even it doesn't took more than 10 days to be executed. Police is trying to arrest with all its tactics. Even my calls, emails, phone, sms are being monitored and checked. I am very much feared.

I am approaching court but they are monitoring everywhere. And am unable to contact any of my family members. I am in some isolated place.And have sent this mail to my friend write to the AMU groups.

I am just pleading and begging for my life from all the Alig fraternity to help me to bypass this disaster And also provide all the legal support as the court proceedings have also been influenced.

I have approached an Alig Advocate at Patna High Court (very respected and learned one). InshaAllah I will win but meantime I'm feared of arrest warrant and Police Atrocities.

++1++ March 03, 2015: Brother of Mussarrat Khatoon resident of Pipra Bajid, Dhaka, East Champaran, Bihar visited Gas agency outlet for enquiry and all and manhandled. Denied and abused. Contacted Distributor from his phone.

 

++2++ March 04, 2015: Complaint filed for denial of subscription of LPG Connection to Ministry of Petroleum and Natural Gas (MPANG) with registration no: MPANG/E/2015/01738 DATED March 04.03.2015 on behalf of Musarrat Khatoon, my relative. (Attachment no: 01 00). Also Email sent to higher officials of HPCL on the same day from my email: corruption...@mdabdullah.in, Ph: 09451037360.

 

++3++ March 04, 2015: HPCL deputed Area Sales Manager Mr Lepcha Lava to redress the said grievance. Email communication begins with him on the same day. Received Email from his HPCL official email id lep...@hpcl.in and also call received of which recording is there.

 

++4++ March 07, 2015: Distributor contacted me for the first time from his mobile phone: 09431269423. And complained to my why I had raised my grievance to the higher authorities.

 

++5++ March 08, 2015: LPG gas subscription issued to Mrs Musarrat Khatoon. (Attachment 01 01, 01 02)

 

++6++ March 10, 2015: Distributor and HPCL Mr Lpcha Lava visited Musarrat Khatton house at Pipra Bajid at 7:00 pm and asked for satisfactory letter against the grievance. Given by Musarrat Khatton. And vice versa Distributor had been asked for assurance letter. He had also given as well. (Attachment no: 01 03)

 

++7++ March 11, 2015: HPCL Mr Lepcha Llava carried out inspection of functioning, service delivery and compliance under MDG-2014 (Marketing Discipline Guideline from MPANG) of distributor. Found irregularities. Reported to Regional Office Patna. I have just been given that irregularities has been found through a letter. (Attachment no: 01 04). But no any further details so far has been given however I have been reported by HPCL DGM LPG East (of Seven States) over my mobile no that a penalty of Rs 39000.00 (approx) has been levied. Even RTI for all details has been denied.

++8++ March 21, 2015: I with the name of my close friend Mohd Azim Sheikh;

*Address: Ward No.-7, Near Chinar Hotel, Batote, District- Ramban, PIN-182143 Jammu and Kashmir sent another complaint to the higher officials with the same email: corruption...@mdabdullah.in, and Ph: 09451037360. (Attach 02 00, Read From Page 7, March 21, 2015) .

 

For the following:

1). Non compliance of the Marketing Disciplines Guidelines dated February 21, 2014; MDG-2014.

2). Forced sale of the Hot Plates and various other items to the consumers with the New LPG Subscription.

3). Denial of the DGCC (Gas Card) and SV (Subscription Voucher) while issuing the New LPG Subscription in due time.

4). Denial of the cash memo for the items being sold through its outlet.

5). Harassment while issuing the LPG Subscription.

6). False information to the Consumers regarding the sale and supply of the LPG Subscription.

7). Forced sale of the required Applicable Application forms through private agency.

8). Operating from two premises for creating the information deficit and chaos to the general public. 9). Creating obstruction in availing the services under Essential Commodities Act 1955 for the general public.

10). Harassment for Subscriptions against Transfer Voucher. [Consumer No:622842]**

11). Harassment for issuance of Transfer Voucher.

12). Over charging on the Subscription against Transfer Voucher. [Consumer No:622830]**

13). Harassment for transfer of LPG Subscription among the family members.

14). Contact no of the grievance redressal officers are not being displayed inside the premises of the distributor outlet.

15). Showroom kept closed on working days / during working hours without

approval of concerned OMC, (excepting extraordinary circumstances).

16). Not having adequate number of telephone lines for customer services.

17). Overcharging on release of new connections.

18). Non-Display of updated Standard Notices as communicated from time to

time from the concerned OMC.

19). Consumer education pamphlets are not being displayed at the distributor outlet.

20). Not giving rebate on non-home delivery subscription.

 

 

++9++ March 24, 2015: We have been posed threat of life which we got aware from our friends overthere. For which again mail to MPANG, HPCL, SP East Champaran, DM East Champaran have been sent. Its also on the record. HPCL takes cognizance and called distributor at Regional Office patna for counselling, clarification and all. (Attach: 02 00 1)

 

++10++ March 24, 2015: Email to SP and DM sent. (Attach: 02 00 2)

 

++11++ March 25, 2015: I have have received emails at the above said email from HPCL higher authorities. Its attached in HPCL Reply attachements.

Also Letter had been sent to Mohd Azim and Myself at our respective addresses. Its attached. (Attach: 02 01).

 

++12++ March 30, 2015: He has been penalised for irregularities under MDG-2014 of Rs 39000.00 and this had been intimated to me by HPCL DGM LPG EAST over my Ph 09451037360. I have recordings.

 

******Meanwhile I have contacted various consumers and prospective consumers through our contacts and raised their grievances to the HPCL from my above email and phone. HPCL took cognizance of every single complaint through their official emails.

 

++13++ April 07, 2015: Again HPCL sent their Vigilance Team, Quality Assurance Team, Quality Check Team and other senior officials. Exhaustive Enquiry done. Irregularities found. And this has been communicated over above email by HPCL DGM LPG east on the very same day and also over my mobile 09451037360. But HPCL didnt shared any findings or report of the enquiry and all. Just communicated that Enquiry has been done and irregularities has been found.

++14++ April 01 to April 24, 2015: I have sent numerous grievances of more than ten consumers. HPCL took action for every complaint. But some consumer tuned Hostile and given in writing that they have not asked for complained and I have complained to HPCL on my own and have misused their credentials. However they have been benefited from my grievance.

++16++ April 14, 2015: An FIR against me and my friend has been filed at Dhaka PS. Dy SP took special interest because he belongs to the same SC/ST caste which Distributor belongs to. Also SP, DIG and DySP has been conspired to arrest me. They have issued summons and tracking my phone and emails. FIR Sections are: u/s 147/149/443/452/419/420/500/504/506/385/468/469 IPC and 3(i)(viii)(x) sc/st act

Following has been alleged in FIR:

** Some 5 to 6 unidentified persons arrived at Distributor outlet on April,   and asked that still money has been given to Abdullah Bhai and its so Abdullah bhai is having such grave complaints to HPCL and also that why the government issued distributorships to such SC/ST's who even dont know the meaning of complaints and all. Which is false, manufactured and imaginary in its totality.

 

** Also that i have asked for free connection to above said Mrs Musarrat Khatoon on March 04, 2015 and March 06, 2015 which is again false as Distributor himself called me on March 07, 2015 at 9:48 am of which I have the recordings.

 

** Also that I have changed my name to Mr Mohd Azim Sheikh, Leighton Welsupn, NHAI GOI, Ramban, District-Ramban, Jammu and Kashmir and lodged complaints to HPCL which is false. As Azim is my friend and he has consented for it. And that I have fetched contact details of Consumers from the transparency portal of HPCL and have posed myslef as the officer of HPCL and lodged grievances on my own. (Some consumers have given in affidavit under influence). Its totally false, I have neverever have posed myself as HPCL officer and have always communicated that i am Abdullah from Delhi.

 

** Also that I have created WhatsApp profile with above said information. (Attachment 02 04).

 

** Also that my intention is to harass him and make him defame. Which is totally wrong as I have asked to HPCL for the following on March 21, 2015 complaint:

1). Please and please have the compliance of the MDG-2014.

2). Have the required information at the disposal of the citizens through the distributor outlet so that

no one may be cheated, harassed and humiliated.

3). Direct the distributor to not harass the consumers with over charging while availing the

Subscription in any of the case.

4). Acknowledgement of all the services being delivered through the outlet of the said distributor to

the consumers.

5). The provision of the SV and DGCC in due time without further delay and harassment to the

consumers.

6). Provision of Cash Memo for the items being sold through its outlet to the consumers.

7). Availability of the required Application Forms through the distributor outlet free of cost to the

citizens.

8). Rebate to the consumers on the Non-Home delivery subscription of the out of reach areas.

9). Cash memo for every delivered cylinders for better service delivery to the consumers.

10). Conducive environment for the service delivery of the items under the Essential Commodities

Act 1955.

11). The distributor outlet should be appropriately identified so that the poor citizens wont have to

run from the pillar to post for any of the services under its purview.

1). Penalty under Marketing Discipline Guidelines has been imposed twice of more than Rs One Lac in a period of less than one month on the findings of the Vigilance Team, Quality Assurance and Quality Check Team.

2). 12 CCTV cameras have been installed with Audio and Video recordings having three month data storage backup.

3). HPCL deputed its Area Sales Manager for the training and re-organisation of the Distributorship to the staff at the service delivery.

4). Home Delivery has been started on priority.

5). Cash Memo are being given for every service rendered through the distributor.

6). Information Pamphlets are on display at the Distributor outlet for consumer education and awareness.

7). Standard Operation Procedures are in practice for the LPG Services.

8). But still there is leakage that consumers are being charged some Rs 20 to Rs 70 on home delivery.

845418, an HP GAS Distributor with Hindustan Petroleum Corporation Ltd for the sale and

supply of heavily subsidised LPG from my Government **

Respected Sir,

 

In continuation to my earlier emails and postal communications, I am again having representation

that I have been implicated in a manufactured case, just because of the fact that I have iterated the

organised corruption and maladministration of the Nilu HP Gas Agency. I along with my friend

Mohd Azim Sheikh had taken initiative to iterate the instances to the higher officials of the

Hindustan Petroleum Corporation Limited for their Distributorship and criticised them that due to

lackadaisical approach of the Enforcements and Compliance of the Marketing Discipline Guidelines

2014, our poor downtrodden citizens are subjected to huge mental harassment and denial of LPG

services.

 

And these all started with my relative Musarrat Khatoon who had approached the said Distributor

for new LPG connection on March 03, 2015. After complaints and all, she has been provided the

connection and subsequently HPCL initiated enquiry and investigation for all the corruption and

maladministration through their Vigilance Team, Quality Assurance and Quality Check Team on

March 11, 2015 and April 07, 2015.

 

And also Dear Distributor has given his consent and assurance on March 10, 2015 that there

wont be any future inconveniences and afterward filed a frivolos FIR on April 14, 2015 to

deter future complaints and grievances. The assurance is attached.

 

And we had sought the following from the higher authorities:

1). Please and please have the compliance of the MDG-2014.

2). Have the required information at the disposal of the citizens through the distributor outlet so that

no one may be cheated, harassed and humiliated.

3). Direct the distributor to not harass the consumers with over charging while availing the

Subscription in any of the case.

4). Acknowledgement of all the services being delivered through the outlet of the said distributor to

the consumers.

And our complaints was basically for correcting the system with the following

maladministration:

1). Now It has been alleged in the FIR that we had asked for money from the said Distributor which

is false in its totality. How come a student and law abiding citizen could ever think of it. And as for

as Complaints to the higher authorities of HPCL is concerned, we just have approached to them for

relief to the citizens interestingly marginalised educationally as well as economically and correcting

the system. Also I would like to inform that its the dear Distributor good-self who did called

twice from his Mobile No: +91-9431216923 on March 07, 2015 at 9:43 am and at 9:48 am and

conversation happened for 04:48 minutes and 19:52 minutes for the resolution of the

grievance which I had raised for Musarrat Khatoon.

 

2). Also it has been alleged that I have asked for free connection to my relative from the said

Distributor, which is again totally false and manufactured. I have lodged a grievance at

www.pgportal.gov.in the Public Grievances Portal of DARPG, Governement of India which is

attached and had got resolution from there itself. Also the copy of assurance by the said Distributor

given by himself for the resolution of the said Grievance and is also attached for your kind

reference.

 

3). And it has also been alleged that I have forged my name and place while having complaints to

the HPCL, which is again proved wrong as HPCL has itself verified the same by sending their

acknowledgement letter for the grievance raised by Mr Mohd Azim Sheikh. Its also attached.
