My husband's class reunion was at Champs a few years ago in the same setting that you're describing.  A lot of people left really early because the room was filled with cigarette smoke and everyone was starving.  The appetizers were wings and a vegetable tray, which didn't last long.  You would definitely need to eat a subtantial meal before attending.

Nicole -- thanks for the information!  Do you think that they have anyway of making the room 'non-smoking?'  Do you remember how much you and your husband paid?  Maybe we could have more food if we had more money...

I don't know if they have a non-smoking option...maybe they won't set ashtrays all over the place?  I'm not sure how many of those banquet rooms they have, but the one we were in was in the basement out back near an exit.  I suppose people could easily step outside for a smoke.  Nothing against smokers, but it was very hard to breathe in there! 
 
I don't remember exactly how much we paid, but I'm thinking around $20/person.  It definitely was not $5-$10/person.  I don't know what the money situation was for that class, or ours for that matter, but they didn't have a DJ or anything else.  I don't know if they would consider taking orders at the bar for the kitchen upstairs or not.  That way if people are still hungry, they could order what they wanted and pay for it at the time of ordering.  I would think that they would probably welcome the business. 
 
Also, I'm not sure how many people will end up attending, but there was not much seating either.  There was a long restaurant-style bench (about 30 feet) along the wall with about 6 bistro tables up to it and 2 or 3 chairs at each table...I'm guessing there is probably room for 40 people to sit at once.  The rest of the room was filled with 6 or 8 pole tables.  There were a couple of tv's at the bar and private restrooms also.  I'm not sure if that is the only banquet room they have, but this gives you an idea of the room that we were in.

Venue Survey Results So Far: (only 13 responses...)

1. Seven for option #1, Six for option #2
2. Seven for $21-$30, Three for $11-$20, Three for "Any Price"
3. Lodging Question - Five said it was "Not Important at All," Three
said it was "Unimportant," and Two said it was "Very Important - It's
a Must!"
