Question regarding MX019 for FutureKit

I purchased your part number MX019, Digital Tachometer.

When the HIGH or LOW revolutions sets are reached there should be
approximate 4.4 volts at the OUT point. However, on my tachometer the
OUT voltage is only 2.2 volts. How can I increase the OUT voltage to
4.4 volts?

When you turn off power, the HIGH and LOW values are RESET. How can I
turn off power to LEDs and infra-red sensor but keep my HIGH and LOW
set values?
