Tiny Homes

We have a gentleman here in Flippin wanting to start a Tiny Home manufacturing facility.  He tells us someone he called with the State of Arkansas has told him he falls under the mobile home guidance for the tiny homes.  Since Appendix AQ for 2021 has been removed from the code books, by what criteria are we to determine whether these tiny homes are up to fire codes or not?

This discussion came about when our county building inspector told him each home produced had to be inspected to state and local standards for electrical, plumbing and HVAC, which he arguably denied.  Things started to get heated at that point so we ended the inspection to avoid conflict.  I came back to my office and began researching through internet searches and I have found tiny homes do not qualify as mobile homes due mainly to their size.  But further regulations I am unable to find as far as Arkansas is concerned.  

Would someone please direct me to the correct information so that I may resolve this issue?  Thank you.
