Good Morning!!
I just got off the phone with Rep. Bruce Cozart of Hot Springs who is co-chair of the Arkansas Legislative Council’s Occupational Review Sub-Committee, which is where this bill was recommended out of last week. Rep. Cozart said that Rep. Richard Womack (he has been a pin in our side for a long time now) is making the argument against what he calls “double licensing”---that since the company or one person in the company is licensed then all of the other guys should not have to be licensed. Same line that he has used the last several sessions. He did tell me that the Governor is against this bill!
In talking to Rep. Cozart he told me that this would now be put into the form of a bill and assigned to the committee on Public Health:

We appreciate your involvement. What this will allow is licensed contractors to hire cheap sub labor. Our life saving industry requires qualified, seasoned veteran, licensed pipe fitters, not fly by night trunk slammers. Anything we can do to help, let us know.

In the article it says that Rep. Bruce Cozart of Hot Springs who is Co-Chair of the Committee and residential builder, is opposed.
I will call Bruce on Monday and get his guidance.
The article talks about double licensing, and seems to indicate that if the company is licensed, then an individual who works for that company doesn't have to be!

Licensed and trained individuals should be a standard that remains in this industry. Why someone would not want individuals that represent
their company licensed/trained/verified is beyond me. We should unite together for higher standards, for the consumers, and the communities in which we live.

I just spoke with Rep. Bruce Cozart, and the bill is only for pipefitters, not alarm techs, ect. However, I think in the life safety industry, we should all form a united front and keep background and qualifications in as a requirement.
