STATSGO soils files come as shapefiles, as you can see in your second
picture: files ending in .shp. ArcSWAT is looking for a raster: see the
filter announced bottom right: "Rasters (All Local Types)". You need to
convert your shapefile to raster. There is a document

SSURGO files, which have a similar problem, with QGIS but there should
be similar tools for ArcGIS. STATSGO is different from SSURGO, but this
should help you get started.
