NEck seems to be Double Transforming but idk why

I dont know why this is happening. I attached the file if anyone wants to take a nab at it.

Not sure if this is the problem but there is scale of 1.718 on the transform2 node. Also, unrelated, but not helping the situation the skin weighting needs to be normalized to 1.0.

I scale the transform 2 node down to 1 but that made this happen,
And to normalize skin I went to smooth skin edit and clicked normalize weights, but nothing happened.

    For the scale thing, start over, but this time avoid any scale unless you specifically rig it to scale "different subject that involves multiply divide nodes". If a joint has scale other than 1.0 "freeze transform" before constraining it.
     Select the mesh > "Enable weight normalization"then > "normalize weights".

I solved the problem but I dont understand it. When I put the geo back in the group it reverts. I tried turning off inherent transform in the head geo grp but nothing happens. any idea as to why?

Also in order for the neck to be in the right place while inside the head grp i have to turn off inherit transform on the neck geo
