can one app examine the code transparency signature of another app?

Like if the first app wants to validate the second app before using it as a "plugin".  If you build with "code transparency", apparently you get an extra file of hashes added to the ABB and that file is signed with key that Google does not have.  But I haven't tried this and don't know how difficult it would be.
