Bill Sohl is puttimg together a proposal fro a new "novice" class I am
dubious of some the ideas he is expressing but I respect him enough to
wait till he makes a more formal proposal before saying more.

fankly I am dubious that the FCC cares enough about the ARS to realy do
much for us.

IMO the best we can hope is that the FCC phase down the number of
classes to one or 2, but I am cynic first class when it comes to any
part of the Govt caring about it's dities rather than foucing on it
budject and it's truff
