Right, I really doubt the power limit will work, just look what happen
to the CB Band. This is poor idea on both the FCC and ARRL part, there
will be a lot of people who will probably operate above the power
requirement and disregard the rules all for the sake of getting that DX
station.

I agree and have grave doubts about a plan that sets rules very likely
to be broken OTOH the stated reasonto keep the size of the pool way
down has merit
I need to see more to make up my mind
