The attached file is the transcript of the FBPE public hearing on the pending aluminum responsibilities rule.
The FBPE has previously stated that they need the rule to discipline errant engineers, but it is apparent from the transcript that the proponents’ primary concern is to abolish generic engineering. Engineers are already required to verify that their designs are code compliant, and they can be disciplined if they are not. The pending rule does not delineate how structures are to be evaluated. It does require that onerous and repetitive calculations must be included with engineer’s drawings. The consequence will be further delays in engineering and higher costs. Enrichment of the rule’s advocates may also result from its implementation.
Our industry is being dominated and decimated by egocentrics that have misused professional organizations for their own benefit. You don’t need to do anything if you approve of what is transpiring. Otherwise, it is time to respond.

The AAF's attorney, Fred Dudley, has discovered that Jude Kleila,
Steve Sincere, and Randy Kissell have recently incorporated another
company to take advantage of the proposed aluminum structures
responsibility rule that the FBPE may soon implement. On December 4th,
2006, Articles of Incorporation were filed for Stronghold
Manufacturing, Inc. which lists the three as officers. According to
Mr. Dudley, Stronghold Manufacturing, Inc. issued a Private Placement
Memorandum soliciting $1,000,000.00 of investments and makes all of
the following representations to prospective purchasers:
1) The Florida Board of Engineer's "new ruling" (expected in late
2006) will position the company to take over a rapidly increasing
share of the market for aluminum structure components.
2) The Florida Board of Engineer's drafted new rule will define
and dictate a standard for design of aluminum structures that will
replace all existing design and analysis methods.
3) Randy Kissell has been one of only three parties who have been
invited to participate in the creation of this new rule.
4) An entirely new method for engineering these structures will
use a proprietary software based on "finite element analysis."
5) All structural engineering documents will be produced by Aero
Consulting, LLC, for building permit applications, for which SM will
have a license agreement with AERO to provide these engineering
services to contractors at a cost of approximately $500 per design.
Coincidently, the same three are officers of Aero Consulting. This
saga is starting to play out like a spy thriller.
