The Davis Companies purchased the site for $15.75 million on January 3, 2018.  Formerly operating as a long-term acute care hospital, 1515 Commonwealth Avenue is a 2.12-acre redevelopment site and is currently improved with a 58,000-SF, four-story building.


On May 3, 2019, the proponent filed their Letter of Intent with the Boston Planning & Development Agency (BPDA).


The BPDA project manager will be Michael Sinatra, (Michael....@boston.gov


The BPDA Director of Development Review is Jonathan Greeley (Jonathan...@boston.gov)


This project will be subject to Article 80 Large Project Review.

Why is an Impact Advisory Group appointed?

 

An IAG is a group of individuals chosen to formally examine the impacts of a proposed project and make recommendations on mitigation. An IAG is composed of up to fifteen (15) members, a majority of whom are residents, business owners, or designees of community organizations within the impacted area.

 

How are IAGs appointed?

 

The Mayor appoints the IAG, drawing nominations from the district City Councilor, State Representative, and State Senator as well as recommendations from the at-large City Councilors and the Mayor’s Office of Neighborhood Services.

 

How does an IAG get assembled?

 

- The developer submits a Letter of Intent to the BPDA, informing the agency that the developer intends to begin the Article 80 process.

 

- Upon receipt of the Letter, the BPDA solicits nominations for IAG from the district

 

- City Councilor, State Representative, and State Senator. The BPDA also seeks input from at-large City Councilors and the Mayor's Office of Neighborhood Services.

 

- After a period of seven (7) days, the Mayor appoints the project's IAG from assembled nominations and recommendations.

 

- The Article 80 review process begins when the Developer submits a Project Notification

 

- Form ("PNF"). The developer then adheres to all Article 80 and BPDA public review requirements, including a community meeting within the impacted area.

 

- The frequency of the IAG meetings varies with the complexity of the Article 80 project.

 

- The IAG participates in the BPDA's Scoping Session on the project and offers suggestions to the BPDA on the project impacts and appropriate mitigation.

 

- Prior to final execution, the BPDA provides copies of the draft Cooperation Agreement to members of the IAG for review and comment.

 

- After review of the Cooperation Agreement, the IAG‘s role is complete.

Subject: New development proposal for Brighton just filed this afternoon-here's some info

 

       Just heard about this and wanted to pass this along: A Boston-based development and property management company filed plans this afternoon to build an approximately 330 -unit residential building on the site of the former (now-vacant) Kindred Hospital on a hill at 1515 Commonwealth Avenue in Brighton.


        A collection of affiliates that goes by the name “The Davis Companies” proposes to demolish the former Kindred Hospital Building (I have pasted a picture of the existing building below) and build a 9-to-16 story new building.  The existing building is four stories. 


     According to a “Letter of Intent” filed with the Boston Planning and Development Agency this afternoon, the developer proposes:


1. Approximately 155 condominium units

2. Approximately 175 rentals

3. Approximately 200 parking spaces within an enclosed above-ground parking garage

4. Total 340,000 square feet.

The Proposed Project will replace the existing commercial building at 20 Linden St and six 3-story residential buildings at 24 Linden and 8-20 Pratt Street with three new residential buildings comprising a total of approximately 356,000 square feet of Gross Floor Area. Building A: 196 residential apartments (16 stories); Building B: 110 residential apartments (5 stories stepping down to 4 stories); Building C: 52 condominiums (3 stories with a partial 4th story). 180 below grade parking spaces and ground floor retail and/or community space.

On August 8, 2019, Anchor Line Partners LLC filed a Letter of Intent with the Boston Planning & Development Agency (BPDA).


BPDA Project Description: The Proponent proposes to construct two, independent, multi-family residential buildings, one at each parcel. The Cambridge Street building would have six floors and a gross floor area (GFA) of approximately 96,200 sf, with approximately 126 dwelling units, approximately 4,000 sf of retail / restaurant / services space, approximately 69 accessory parking spaces within a two-level (partially below grade) garage, and approximately 6,300 sf of usable open space. The Emery Road building would also have six floors, a GFA of approximately 33,400 sf, approximately 40 dwelling units, no on-site parking, and approximately 3,700 sf of ground-level open space. The Proposed Project would be subject to the Mayor’s Executive Order regarding inclusionary affordable housing, dated February 29, 2000, as amended, as well as the Boston Planning & Development Agency’s (BPDA’s) Inclusionary Development Policy (IDP). The Proponent plans to set aside thirteen percent (13%) of the approximately 166 dwelling units proposed at the Site as IDP units, for a total of twenty-two (21.58) on-site, affordable housing units.

On June 26, 2017, Stewart submitted to the Boston Planning & Development Agency (BPDA) an Institutional Master Plan Notification Form (IMPNF) as an application for renewal of the 2007 Institution Master Plan (IMP)..


On November 20, 2018, Stewart submitted to the BPDA  a Letter Of Intent (LOI) which outlined their intention to submit a Project Notification Form (PNF)for a Proposed Institutional Project (PIP) for a six level 610 space parking garage.


Today, Stewart Health Care filed their St. Elizabeth's Medical Center (SEMC) IMPNF and their Expanded Project Notification Form (ENF) for the SEMC Parking Garage with the BPDA.

The SEMC Task Force is empowered to provide critical community review for these impactful documents that will define the relationship between SEMC and the Allston Brighton community for years to come.  As far as I know, despite known vacancies on the SEMC Task Force, since 2007, there has been no effort to fill those vacancies.  It is critical that the SEMC Task Force is restored to full strength and is representative and inclusive of the Allston Brighton community in 2019. 


If you share that opinion, please email  the contacts below and remind them the Allston Brighton of 2007 is very different than the Allston Brighton of 2019 and the health care needs of our residents have evolved and require thoughtful and competent people be added to the task force.  This process is not just about development but how relevant SEMC will be going forward.

"2Life Communities is thrilled to share that the Boston Housing Authority (BHA) has selected us to partner with them in the redevelopment of J.J. Carroll Apartments, our neighbor in Brighton. Since the designation, 2Life has begun working with J.J. Carroll residents and BHA on a plan to replace the existing buildings with a new building that is more comfortable, energy efficient, and accessible, including universal design and adaptability features that aim to enable residents to stay in their apartments as their physical needs change. We hope to double the number of apartments on the site, preserving tenancy for existing J.J. Carroll residents, and creating an additional 60-70 new affordable homes for older adults. We've already begun to integrate current J.J. Carroll residents into the 2Life family, and are excited to move forward quickly with the redevelopment. "

On December 12, 2019, National Development in partnership with the Mt. Vernon Company has filed a Letter of Intent (LOI) with the Boston Planning & Development Agency for the redevelopment of 1170 - 1200 Soldiers Field Road, Allston.


The proposed redevelopment of the site is anticipated to include the construction of a replacement television station for WBZ-TV consisting of approximately 62,000 square feet of commercial/office space, production space and parking.  The site improvements will include 117 secure parking spaces and 16 visitor parking spaces.  The proposed site includes 1200 Soldiers Field Road (location of an existing office building that will be demolished) and land from 1170 Soldiers Field Road (current location of WBZ-TV).  Upon completion and commissioning of the replacement television station facilities, the existing WBZ-TV building will be decommissioned.

The proposed project contemplates a new six story (6) residential building of approximately 99,660 gross square feet, with 106 residential units, on-site garaged parking garage for 60 vehicles and bicycle storage, robust open space, pedestrian and vehicular access and related site improvements.

On January 31, 2020, The Davis Companies filed a Letter of Intent (LOI) with the Boston Planning & Development Agency (BPDA) for the redevelopment of 1234 & 1240 Soldiers Road, Brighton. (Studio Allston & The Skating Club of Boston)  Today was the first day I noticed the public posting of the project on the BPDA website. The LOI is currently unavailable, however according to published reports the project calls for a 535 unit apartment building along with a hotel and condominium project.

On July 13, 2020, Berkeley Investments filed a Letter of Intent (LOI) with the Boston Planning & Development Agency for the redevelopment of 176 Lincoln Street, Brighton.


176 Lincoln St is the long vacant large industrial building at the corner of Lincoln and Everett Streets.  The proposed project is a mix of lab, office, retail, and 314 residential units with below grade parking and 1 acre of open space.

On August 11, 2020, Bracken Development, LLC filed a Letter of Intent (LOI) with the Boston Planning & Development Agency for the redevelopment of 93-129 Braintree Street & 95 Everett Street, Allston.


The Proposed Project involves the redevelopment of the Site, which has a combined site area of approximately 78,167 square feet (approximately 1.79 acres). The proposed Project will include the demolition of the existing buildings along Braintree Street and Everett Street, and the development of two new sustainable buildings, a 12-story commercial building totaling approximately 400,000 SF along Braintree Street and a 6-story residential building along Everett Street incorporating approximately 95 units. On September 1, 2020, City Realty filed a Letter of Intent (LOI) with the Boston Planning & Development Agency for the redevelopment of 76 Ashford Street, Allston.


Proponent Description: The Proposed Project will consist of a sixteen-story building comprising approximately 238,600 square feet. The proposed structure will contain two hundred and sixty-two residential rental units and sixty-three parking spaces. The building will include a large lobby, ample bike storage, and outdoor balconies. the building will also be designed for the needs of the modern urban resident with ample, efficient amenity space such as remote work facilities, fitness center, outdoor common areas, and full pet facilities including day care, boarding and grooming. There have been significant design considerations incorporated to provide necessary access to West Station as well as better bike and pedestrian connections to the Charles River and the future development of the Beacon Yards area,

On November 2, 2020, Anchor Line Partners filed a Letter of Intent (LOI) with the Boston Planning & Development Agency (BPDA) for the redevelopment of 90 Braintree Street, Allston.


The Proponent proposes to raze the Existing Building, and to construct at the Site (23,358 sf) an approximately six-story, multifamily residential building. 


The New Building would have approximately 84,000 sf of gross floor area, approximately 120 multifamily dwelling units, and interior ground- level and basement parking for approximately 60 motor vehicles, and ground-level storage for approximately 120 bicycles.

On May 18, 2021, Mount Vernon Company has submitted a letter of intent to redevelop a 36,680 SF site (Santander Bank) in the North Brighton neighborhood. The proponent proposes to construct a new five-story, pedestrian-oriented, mixed-use building with 99 rental apartment units, approximately 8,900 square feet of shared amenity space, and approximately 5,800 square feet of ground floor retail, service and accessory space. Amenities will include screened, covered ground level parking for 48 vehicles tucked beneath the building.  There will also be protected storage for 102 resident and employee bicycles, 23 spaces for visitor bicycles, and space for a 19-dock bike share station.

Pedestrian-oriented?  Sure.  Like the Radius? (the developer happens to be the same one that built the Radius building just up the street on the corner with Western Ave.)  So can we expect the usual “stick” trees, surrounded by concrete and asphalt -- doomed to be dead in less than a year? The link below shows the other side of The Radius.  Apparently, in Boston, just having a sidewalk makes a project “pedestrian-oriented”.  Why doesn’t anyone at the BPDA question/challenge developers who make such BS claims?

We know all those projects are not about anything that neighborhood people care about and deserve.  It’s all about filling Boston neighborhoods with more and more large rental cash cows – so some people are able to amass great wealth, while others will be paying through the nose for the privilege of living in shoeboxes and riding bicycles in rain and snow, and unable to accumulate any equity. Then, in their senior years, they will become public charges – desperate for taxpayer-funded senior housing, while the other guys live in luxury and are able to pass their wealth on to their children.

 

Mayor Walsh’s short-sighted policy of maximizing the volume of development, with no attention paid to any other aspects of those projects, needs to end.

On June 8, 2023, King Street Properties submitted a Letter of Intent (LOI) to redevelop the site at 287 Western Ave in Allston.


Proponent Project Description:

The proposed redevelopment program is anticipated to be anchored by the construction of approximately 90,000 square feet of office and research and development uses. These uses will be smaller prebuilt suites designed to accommodate research companies in the biotechnology and life sciences industry in the early stages of their growth. As such, the Project will be complementary to the ecosystem of the Western Avenue corridor and other life science uses in the surrounding area. 

 

The Project also anticipates including public collaboration spaces, a publicly accessible courtyard fronting on Western Avenue, replacement ambulance bay space for a current use on the Site, and structured accessory parking. The Project has been designed to comply with the recently adopted Western Avenue Corridor Study and Rezoning and to accommodate enhanced public realm and streetscape improvements.
