We saw this. The Audit trail of transactions show that the new owner declined the next registration in sequence.
I’ve queried the CAA regarding this and will reply on Google groups

CAA replied that the registration was rejected by owner. ZS-HIV was released to ZS-HIV1 in June 1st, so will show up on next update.
The Robbie is indeed ZS-HTE S/No 13091
