Who makes your policies about issuing cards? We actually don’t ask our Home Delivery patrons for a photo id. We know where they live and have a phone number for them. If a book is lost, we can contact the activity director or residential director for assistance. The facility has the patrons sign something that says that the facility can know what books they have checked out, so we’re not violating their privacy. Home Delivery is a little different from a lobby stop, but I would think the rules could still apply.
I think the solution is to create a special category of user in your system and not require a photo ID for them. In our system, we have different categories (Adult User with Internet, Adult User without Internet, Adult User Computer Use Only, Outreach). The Outreach category is for our Home Delivery patrons. We also have their checkout time for a longer stretch (1 year, which is probably too long, compared to 3 weeks). However, the reasoning behind that is so that they’re never worried if they’re in the hospital or a rehab facility that they’re going to get charges for being long overdue.

Ditto what Mary Beth said. Why require a photo ID when you are going to them, especially in a retirement home? If your admin allows it, see if you can get a waiver to have folks be able to sign up with knowing their room number and hopefully their phone number and/or email. We often sign up folks who don’t know any of those things and then go to the desk or the activity director to at least get the room number.

We also have different categories in our ILS system including Resident, Limited, Organization, etc. Patrons without an ID or confirmed address would get a Limited card meaning that they could only checkout 5 items instead of our Resident, 50 item limit. But similar to Mary Beth, we don’t necessarily require an ID when someone is living at a facility as we know where they live, and they are confirmed as residents. We also have MOUs with all of our lobby stop facilities. We do still ask for phone number or email but at the higher level of care facilities, residents don’t have individual phone numbers, so we use the facility number. We also ask residents about permissions for sharing their account information with site staff, especially when working with nursing homes and high care sites, including memory care facilities. We check out items directly to the patron as much as possible, but we also have some organization accounts with sites.
