PA lets WTC costs soar $4B This 'audit' is a crock   New WTC Costs Billions More Than Previously Estimated, Audit Finds   Trade Center Costs Balloon:  The cost of rebuilding the World Trade Center has risen nearly $4 billion, jumping from an estimate of $11 billion in 2008 to $14.8 billion, according to an audit the Port Authority commissioned at the request of the governors of New York and New Jersey. The audit also found that the Authority's debt had more than doubled in the last decade, to $19.5 billion from $9.1 billion in 2001. It called the agency "dysfunctional" and recommended a "top-to-bottom overhaul of its management structure."
