Upon conversing with an M.D., "Time of Birth" doesn't mean that
previous to that the child was not "born." We need to figure out how
each state defines "born" ... and honestly, I'm not sure how to find
that for every state.
For now, I've begun looking in
findlaw.com for the illegal abortion
statements of each state, but I don't think that's helping.
Another consideration: in cases of stillborn deliveries, M.D.s fill
out a death certificate for a dead fetus. This may be a huge platform
to build the argument for the 28th Amendment to define "born."
