For those wondering about commendation changes in 4.0, the short answer is there are no changes other than names. Your quantities at each tier will not be converted for this release and continue at the totals they are at as you enter the patch.
Patch 4.0 (KotFE) dates -
Early Access: October 20th
Normal Access: October 27th
