RLC Layer stops transmitting packets after NACK

Dear 5G LENA users,
I am simulating URLLC UL with one user with a packet size 100 bits and a high arrival rate. I am using OFDMA round robin scheduler with HARQ retransmission enabled. With low transmit power packets are fragmented and if one fragment is NACKed in all retransmission attempts (by default maximum number of retransmission attempt = 3), RLC layer (RLC UM mode) stop transmitting further packets from this point, whereas PDCP layer keeps transmitting new packets based on arrival rate. Below screenshot is the log file I generated. Packet with unique id (UID) 2156 is NACKed till the maximum possible retransmission attempt. The next packet has BLER 1. From this point the RLC layer stops transmitting further packets. Did anyone face a similar issue? I request your help in resolving it.
