Why is the UL Througput 0 in this Code?

200MHz band with 4dBm transmit power? Not a lot.
The problem is only on UL though (based on IP addresses of the flows).
Sounds like it needs to set the primary UL index to use the FDD UL BWP.
But then it won't use the TDD one... Dunno what is happening there if not that.
