The latest closed-testing build is rolling out through Google Play. Please update the app from the Play Store before testing.

This build contains the full Waterdeep: Dragon Heist commerce expansion, a new Private Investigator / Detective Agency shop type, expanded spellcasting and scribing services, new magic items and valuables, and additional validation work completed since Closed Test 0.8.28.

What’s new Waterdeep: Dragon Heist expansion

This build adds a substantial collection of Waterdeep-related merchandise and services while preserving the existing general-purpose shop economy.

The expansion includes:

  • Guild membership and administrative services.
  • Business licensing and renovation services.
  • Property-transfer and civic fees.
  • City transport, coach, dray, market, and docking services.
  • Mercenary hiring.
  • Faction-linked lending.
  • Spellbook access and scroll-scribing services.
  • New spellcasting services.
  • Waterdeep magic items.
  • Reusable art objects, trade goods, books, jewelry, wine, and curios.

Named Waterdeep businesses were used as pricing and service references, but were not added as fixed named shops.

Corellon’s Crown potion prices did not replace the app’s existing global potion prices.

Adventurers League checkpoint, resurrection-debt, and campaign-administration rules were not added.


Private Investigator / Detective Agency

The Private Investigator / Detective Agency has been added as the 52nd shop type.

These agencies specialize in:

  • Private investigations.
  • Missing-person searches.
  • Surveillance and discreet tailing.
  • Background checks.
  • Witness interviews.
  • Route reconstruction.
  • Document and handwriting verification.
  • Evidence recovery.
  • Noble, guild, and commercial inquiries.
  • Counter-espionage.
  • Underworld investigations.
  • Politically sensitive or high-risk cases.

Ten new pre-rolled Detective Agencies were added.

The new shop also includes:

  • Shop-name content.
  • Exterior, interior, and sensory descriptions.
  • NPC personalities and descriptors.
  • Rumors and complications.
  • A restrained office and field-tool inventory profile.
  • Generic background and portrait fallback artwork.
Detective Agency pricing

Agency services now use explicit minimum and maximum estimates rather than simply displaying “Variable.”

Examples include:

  • Initial consultation: 2–10 gp
  • Routine private investigation: 25–50 gp
  • Background check: 10–50 gp
  • Witness interviews and neighborhood canvass: 10–50 gp
  • Surveillance or discreet tailing: 10–50 gp per day
  • Route reconstruction or location tracing: 15–75 gp
  • Missing-person investigation: 25–150 gp
  • Document or handwriting verification: 10–75 gp
  • Evidence location and recovery: 25–250 gp
  • Noble, guild, or commercial inquiry: 50–250 gp
  • Counter-espionage assessment: 75–300 gp
  • Underworld inquiry: 50–300 gp
  • High-risk or politically sensitive investigation: 100–500 gp

Dangerous, criminal, and politically sensitive services remain DM-gated where appropriate.


Waterdeep business and civic services

New services include:

  • Guild dues: 1 gp per month
  • Annual guild dues: 10 gp per year
  • Business or hospitality licensing: 250 gp
  • Tavern renovation package: 1,000 gp over 12 days
  • Estate transfer tax: 25 gp
  • Private investigation: 50 gp
  • Zhentarim thug hire: 2 sp per day
  • Zhentarim veteran hire: 2 gp per day
  • Faction loan: up to 2,500 gp at 10% interest per tenday
  • Monthly resident tax: 1 sp per person
  • Annual resident tax writ: 1 gp per person
  • Market stall rental: 1 cp per day
  • Conveyance exit fee: 1 gp
  • Ship docking fee: 5 gp for up to 14 days
  • City dray fare: 2–4 cp
  • Hire-coach journey: normally no more than 6 sp

Faction-linked mercenary and lending services remain specialized or DM-gated rather than appearing as ordinary universal services.


Cumulative spellbook and scroll-scribing services

Spellbook access and scroll scribing no longer generate as unrelated random service rows.

Each eligible shop now rolls a single highest supported spell level.

When a shop can support a higher level, all lower levels are automatically available.

For example, a shop capable of 4th-level work also offers 1st-, 2nd-, and 3rd-level access and scribing.

Settlement size and wealth cap the maximum possible level.

Spellbook access prices
  • 1st level: 25 gp
  • 2nd level: 75 gp
  • 3rd level: 150 gp
  • 4th level: 300 gp
  • 5th level: 750 gp
Scroll-scribing prices
  • 1st level: 50 gp
  • 2nd level: 150 gp
  • 3rd level: 300 gp
  • 4th level: 600 gp
  • 5th level: 1,500 gp

Please check that shops never offer a higher scribing tier without also offering every lower tier.


New spellcasting services

Eight general spellcasting services were added using Merchant Engine’s existing pricing structure:

  • Cast Identify: 25 gp
  • Prayer of Healing: 50 gp
  • Dispel Magic: 100 gp
  • Speak with Dead: 100 gp
  • Divination: 225 gp
  • Revivify: 400 gp
  • Resurrection: 3,000 gp
  • True Resurrection: 50,000 gp

High-level resurrection services are restricted to appropriate wealthy-city temples and require DM-Gated Services.

Existing Cure Wounds, Lesser Restoration, Remove Curse, Greater Restoration, and Raise Dead services remain unchanged.


New Waterdeep magic items

Seven Dragon Heist-related magic-item records were added:

  • Paper Bird: 75 gp
  • Ring of Truth Telling: 1,200 gp
  • Bracer of Flying Daggers: 6,000 gp
  • Feather of Diatryma Summoning: 5,000 gp
  • Knave’s Eye Patch: 8,000 gp
  • Smokepowder Packet: 150 gp
  • Smokepowder Keg: 600 gp

Smokepowder remains restricted and DM-controlled.

Rare items are routed only to appropriate specialist merchants such as Magic Item Dealers, Arcane Curios, Auction Houses, Black Markets, Smuggler Dens, and other compatible shops.

Unique, sentient, government-issued, or plot-critical objects remain excluded from random merchandise, including:

  • Azuredge
  • Badge of the Watch
  • Blackstaff
  • Dragonstaff of Ahghairon
  • Lord’s Ensemble
  • Stone of Golorr
  • Nimblewright Detector

New valuables and trade goods

A focused set of reusable valuables was added after checking for duplicates against the existing catalog.

Examples include:

  • Framed cityscape paintings.
  • Silver and gold trade bars.
  • Gem-eyed pendants and religious statuettes.
  • Rare spices.
  • Carved onyx trophies.
  • Rare vintage wine.
  • Scholarly volumes.
  • Dragon-bone combs.
  • Obsidian dice.

Adventure clues, private letters, named keepsakes, plot treasure, and one-off faction rewards were not converted into random shop stock.


Catalog totals

The current closed-test catalog now contains:

  • 1,741 items
  • 706 service records
  • 52 shop types
  • 520 pre-rolled shops
  • 52 background fallbacks
  • 52 portrait fallbacks

Validation and stability work

This build adds or strengthens validation for:

  • Detective Agency content completeness.
  • Detective Agency service price ranges.
  • Detective Agency inventory compatibility.
  • Cumulative spellbook and scribing tiers.
  • Settlement and wealth caps on scribing capability.
  • New spellcasting-service prices and routing.
  • Waterdeep magic-item prices, rarity, gating, and merchant compatibility.
  • Smokepowder restrictions.
  • Pre-rolled shop coverage.
  • Background and portrait ownership.
  • Catalog totals and reference integrity.
  • Unique and plot-critical item exclusions.

An older Eberron regression test was also corrected.

The test had been counting the entire Magewright service pool, which caused legitimate Waterdeep additions to appear as Eberron failures. It now validates the exact Eberron services and their intended settlement-override behavior without blocking later expansions.

No Eberron services or merchandise were removed.

All automated tests pass, and Flutter analysis reports no issues.

  • Agency service prices and displayed ranges.

  • Village, town, and city Detective Agencies.
  • Poor, standard, and wealthy settlement combinations.

  • Confirming all lower scribing levels appear beneath the rolled maximum.
  • Confirming settlement size and wealth correctly cap the maximum tier.
  • The eight new spellcasting services.
  • DM-Gated Services on and off.
  • Resurrection and True Resurrection availability.
  • Waterdeep magic items appearing only in sensible shops.
  • Smokepowder appearing only under appropriate restricted conditions.
  • Prices, quantities, duplicates, and unusual combinations.
  • Saving and reopening shops.
  • Rerolling shops.
  • Pre-rolled shop generation.
  • Images and portraits.
  • Mobile layout, scrolling, and long service lists.
  • Crashes, freezes, blank screens, or missing content.

When reporting an issue, please include:

  • Shop type.
  • Settlement size.
