Hi,
So after seeing all the work going on the building.. it has made me
think that they should be fixing my peeling plaster too - I spoke to
someone the other day who said that the landlord is responsible for
redecorating your apt if you have been living in it for 3 years. I've
been searching for info but have found nothing solid. Does anyone know
if this is true or is it a tenant myth?

True. This is from the city's Housing Maintenance Code:

Sec. 27-2013 Painting of public parts and within dwellings

2. In occupied dwelling units in a multiple dwelling, the owner
shall:

1. Paint or cover the walls and ceilings with wallpaper or
other acceptable wall covering; and

2. Repaint or re-cover the walls and ceilings with wallpaper
or other acceptable wall covering every three years, and more often
when required by contract or other provisions of law.
