I was shown 3 studios there recently. The 2 not on the ground floor
seemed ok. But on this discussion I read a lot of dissatisfaction with
the building and the management. Would you recommend someone move in?
Or to run the other direction?

The management's attitude toward the laws designed to protect tenants,
workers, and the community is one of contempt. You saw the Stop Work
Order. They didn't think it worth their while to get a DOB permit
before beginning major interior construction. It is symptomatic of
their attitude toward those pesky laws. That said, many laws carry
penalties and the prospect of the stick keeps them more or less in
compliance. For the most part, they make routine repairs. As a
tenant that's going to be your main concern. They don't maintain the
building very well. They routinely turn off the water without warning
in the middle of the day because the decrepit plumbing requires ad hoc
fixes at unpredictable times. I know this because I work at home.
Lights are frequently out in the fire exits, and some of the hallway
windows won't open. (This may be a fire hazard.) But these minor
things won't concern you much. Generally you'll get the apartment
repairs you need.

More important, if the apartment you saw was in the D through F block,
then yes, RUN LIKE HELL. No f*ing way you want to move in. The
basement motor for the water pump emits a high-pitched whine at all
hours of the day, but especially at night, as soon as the temperatures
drop below a daytime 60 degrees. The noise is bone-rattling, and
precludes any possibility of living a normal life in one of those
apartments. The rule for survival is to wear earplugs - at all times.
Many tenants have over the years BEGGED the management to fix it, but
they are absolutely immovable. They don't give a shit. The state
code on habitability is too amorphous to cover the problem, the city
maintenance code too specific, and the noise code is simply too weak -
so the tenants in these apartments are f*cked. Anyway. Sorry about
the swearing.

I'm sorry, it's the B through D block that's problematic - not the D
though F block. What was I thinking?

After your frank assessment, I don't think I would want to live in any
block there at all! Thank you--I think you saved me a lot of trouble.
