HOV lanes

Hello,
A driver is not allowed to use their phone while driving. HOV lanes are different in many cases. As a new HOV lane on hwy 101 there are signs every few feet. It was extremely difficult-much more distracting than using a phone- to navigate the lanes. How is it fair to a second language learner??? I am a teacher and trying to drive carefully and read/interpret signs was more than difficult. Way too many lawyers. Different prices, lanes, requirements, counties, cars. And it is every few miles. I know the purpose is to encourage carpooling but this just makes people angry. Publish and send a book for goodness sake. Let us know ahead of time. Where were 3 of us on the car trying to figure out the laws. It is made for a certain wealthy few (lawyers, politicians) to make their travel easier. Most people cannot afford the penalties. It is an elitist system. Only for the rich. I have already paid a high tax rate for the roads. This is a second tax. So bad on so many levels. How much did i pay to put all this in?
