Not getting enough historical data

Dear Sir, Madam,

I am trying to do some research on the effect of Weather on the road traffic and infrastructue in California and other states. For this research I need historical data related to traffic alerts for the weather events. I registered myself for the API https://api.511.org/Traffic/Events and also received the key. To get the historical data I passed the following parameters but I am getting only 17 records and non of them are related to weather events.

https://api.511.org/Traffic/Events?created%3C=2010-01-10&status=ALL&api_key={MY_KEY}

Can you please confirm what is the best way to get this data? Do I have to pass additional parameters to the above API? Is there a way to get all alerts related to weather event and its impact is bulk as one time download?
