Fast lane & carpool lanes charges

I would like to know if I go into fast track lane & I don’t have 2-3 people how do they know if to charge my fastback for a single rider? If I do have 2-3 people in my car how do they know to let my drive be free? Do you need to have your fast track device on the dash board or is the info & billing on my drivers plate? What is the difference between fast track & commute lane?
