The proposed corrector weight rule change will be convenient, but will not help equitable racing for the range of existing boats, and will add an incentive for new boats to be built lighter. The current corrector weight rule is a moderately effective way to reduce the incentive to build boats that are lighter in the ends. It is a bit of a chore to implement, but much simpler than any other rule for this effect.
What seems to be needed is a better rule or interpretations on fittings of exaggerated weight and concealed weight. Making unlimited correctors visible and in any location increases the problem while making it visible.
