CCRs Update - Draft 3

Hi all,
We have received the third draft of the CCRs. Please take a look at the attachment. I made the PDF a comparison report, highlighting all changes between the last two documents to aid our review. As always, your feedback is appreciated and welcomed!

This Draft 3 fixes errors, contradictions, and grammatical and punctuation errors found in v2. The following points are actually changes that deviated from our feedback and warrant follow-up discussion with the Attorney.

Outstanding Point 1 - Utility Lines
Draft 3 has removed all the delineations between different categories of Utility Lines and the respective responsibility of maintenance & repair. There may be a strategy behind this approach, but we'd like more clarity. From discussions with the community, we intended to mirror the responsibility of Utilies Lines as laid out in our original CCRs: HOA taking water, pipes & electrical, and owners taking voice, data, sat, and comms lines. This draft gives all Utility Lines in the common area (between shared walls and floor) to the HOA and passes all Utility Lines in Unit walls to the owner... which is a different approach.  

Outstanding Point 2 - Windows
Windows: Draft 3 removes all specifics about waterproofing between the building and windows. As a recurring improvement in our community, this subject needs more clarity so that the HOA can leverage the owners' lifetime warranty instead of community reserves.

Outstanding Point 3 - Exterior Electrical
As with our original CCRs, the board wants to maintain responsibility over the outer electrical breakers as these directly affect equitable access to amperage for other units.

I've become intimately familiar with much of this document, so please let me know if you have any questions. And if I don't have the answers, I can get them and report back.
