TOPIC:    Moorings Parking

 

I am Camille Mills, and I have been a member of the Moorings Parking Committee since its inception in June of 2022. I participated in writing the Moorings Parking Committee Guidelines dated 6/7/22. Information in the Guidelines was drawn from the Moorings Townhomes Rules and Regulations, the California Department of Motor Vehicles, the Hermosa Beach Police Department, and Bruffy Towing, our chosen vendor for towing.

 

Since inception, I have been an active participant in monitoring parking activity in Moorings parking lots on at least a weekly basis. Vehicle owners in violation of the Moorings Parking Committee Guidelines are notified of the infraction via a written notice placed on the vehicle windshield. Parking Committee members keep a record of violations, which is reported at the Moorings Board of Directors monthly meeting. Over the two years, I have noticed an improvement in vehicles using the Guest Parking hangtag.

 

While on my parking patrols, I have noticed open garages used for other purposes, such as storage or gyms. These garages have room to park 1 or 0 vehicles.   I have also noticed the same vehicles parked repeatedly in the Hill St. lot which I suspect are resident vehicles.

 

The Moorings Townhomes Rules and Regulations section D Parking Regulations states:

1.      ‘Each of the Moorings 75 units has an enclosed garage with space for two vehicles. These are the assigned parking spaces for the Owner’s/Residents of each unit. (CC&R’s 4.02(e), 6.10).’

2.      ‘There are 42 marked parking spaces available throughout the common area.  These marked spaces are to be used by Guests only. (CC&R’s 6.10). ‘

 

My concern is the limited amount of parking available in our lots for actual guests, with some of those spaces being utilized by residents. I understand there may be three vehicles registered to a unit, or a unit having an over-sized vehicle that will not for in the garage. I can see these vehicles as having legitimate needs for parking in the guest lots. However, when I have a guest, they often have difficulty finding a parking space in any of our lots. One guest had to park as far away as South Park. Street parking is extremely limited too, especially at the North end of the complex. We sometimes temporarily park one of our vehicles in an available spot in our parking lot or on the street to hold a spot for our guest. Encouraging residents to park in their garages would free up space for actual guests.

 

Another point in the current Moorings Townhomes Rules and Regulations item D Parking Regulations is item#10: ‘Hermosa Beach parking enforcement may cite all vehicles not parked in designated spaces at any time, as well as vehicles not displaying a valid parking permit’.  According to the HBPD, they will not ticket or tow vehicles on private property unless the vehicle is parked in the red-curbed fire lane. The Moorings Parking Committee can ‘cite’ vehicles and has the authority to have offending vehicles towed.

 

Other items in the current Parking Regulations appear reasonable.

 

In conclusion, I am hopeful that the new CCR’s will take into consideration the limited guest parking and encourage residents to park in their garages.

Hi Camille,
Thanks for chiming in! First, I want to recognize your service to our community. Not only is our community safer, but our parking situation has certainly improved. So thank you!!!
Many of us anticipate parking will be a hot subject with the restatement. We only have 42 lot spaces and 75 units, so I agree that equitable access to these lots should be provided to all residents.
