legality of Berger's proposal

I'm wondering if any of you know if what Berger has threatened is
legal. He tried once to accede to the Hague Convention and it was not
a power of the executive branch. Can he do this? Also, even if he can,
does Parliament support this action? Does anyone know what the public
reaction is in Guatemala? It does appear to be a major disaster in the
making, but if he's only blowing a lot of hot air then we can have
some sense that logic will take over and these children will be ok.
