Hey Annabelle/Bylaws Committee,
Where are we at in regards to rules for the reorg meeting?
As a reminder for us all, King County provided the below info and the state party provided the attached document which includes proposed rules as well:
"Reorganization meeting rules. We would prefer that your LD provide a proposed set of rules for conducting your reorganization meeting, provided that the rules you provide meet the state party's requirements for verifying voter eligibility (i.e., each elected PCO must have a unique verifiable voter code). The rules that we used for the county reorganization meeting are at
https://docs.google.com/document/d/17N2yh2CcYcDl_ksdQ2rOVqbi6m1IVfZ0SyCo1PGyro4/edit and may be useful as a template, but would need to be adapted. Please provide a proposed set of rules or let us know as soon as possible if you will not be able to provide proposed rules."
I think using either document as a base could work without too much effort.
Some things we should make sure are included (they are all in both, but in different ways):
- We should refer to our own standing rules for virtual meetings like KC does. We should also specify that all votes will be taken via "signed" voting code.
- We need clear guidelines on the number of speakers and time allowed for debate of agenda/bylaws amendments
- Order of candidate speeches including how long each candidate will speak and whether anyone else is allowed to speak on their behalf
- Candidate nominations: how they work in advance and at the meeting, how statements can be submitted and sent out in advance
We will need to send out our proposed rules by next Saturday 1/10, and we need to settle on the language for nominations before then so that we can send out the nomination form early next week.
Annabelle, I know you're busy working on the voting system as well, are you able to help us get a set of draft rules together by our Tuesday Board meeting?
Thanks,
Scott
