Fix 7.4.6 The Fundraising Committee

Hi all,

I think 43rd Bylaw 7.4.6 could use amending.

" 7.4.6 The Fundraising Committee shall be responsible for the planning and execution of all fundraising activities for the 43rd District Democrats. The Committee shall organize at least two annual fundraising events."

In 2020 we held no fundraising events for very valid reasons and I didn't realize until just now that we were violating our bylaws by doing so. While I understand that this sentence is attempting to say that the 43rd should do a minimum amount of fundraising, I think it is overly specific and should be removed.
