The County RBC intends the LDs to deliberate and develop something that really meets their individual org needs. I would imagine this should involve talking to the Membership and PCOs and their Committee Chairs about it. Once the actual goal of the role and who is responsible for organizing those in it is clear, the Bylaws and Rules can be addressed.
For example, is the goal:
To replicate Acting PCOs without County involvement?
To offer a volunteer-based Membership path?
To offer Membership votes to those without means?
Other questions:
Does something need to be demonstrated or validated to unlock this path? (Financial need, volunteer work, intent?)
Should they be presented by the Chair, their host Committee, or the Membership/Floor?
Should they be voted on by PCOs or Membership?
Should they be tied to precincts at all?
What are the expectations of their service or participation?
Under what conditions will this status be revoked?
Is this status simultaneous with PCO and/or Paid Membership?
Will they receive any special training or communications?
Will they be invited to any special events?
How will they be credentialed and tracked in databases?
