Bylaws Committee Meeting

Hello Bylaws Committee members,

I am calling for a committee meeting over video conference on Monday, March 11th, from 6:00 pm until 8:00 pm. I will send out a video conference link ahead of the meeting.

The agenda for this meeting is simple: review the pending changes to Articles 2 and 3 along with some of the unaddressed issues that were raised by 43rd members, and craft one or more amendments the committee can recommend and introduce at this month's meeting.

The outstanding items are:

1. Inconsistency between 2.1 and 2.3 regarding start of membership for appointed PCOs.
2. Adjust membership requirements to use democracy vouchers language.
3. Proposal to strike Acting PCO/Precinct Coordinator from the bylaws entirely.

I believe that is everything, but we can discuss others if I missed something. If you have ideas about any of these, feel free to write up draft text for us to discuss on the call.

Can’t make it to the meeting, have prior appointment, but to be super clear about Acting PCO/Precinct Coordinator, it’s that you’re already striking Acting PCO, because it’s not an actual County thing anymore, and the County level process in Bylaws doesn’t exist anymore. The important deliberation is what to replace it with and how to structure the role clearly to fulfill that need.

The County RBC intends the LDs to deliberate and develop something that really meets their individual org needs. I would imagine this should involve talking to the Membership and PCOs and their Committee Chairs about it. Once the actual goal of the role and who is responsible for organizing those in it is clear, the Bylaws and Rules can be addressed.

For example, is the goal:

To replicate Acting PCOs without County involvement?

To offer a volunteer-based Membership path?

To offer Membership votes to those without means?

Other questions:

Does something need to be demonstrated or validated to unlock this path? (Financial need, volunteer work, intent?)

Should they be presented by the Chair, their host Committee, or the Membership/Floor?

Should they be voted on by PCOs or Membership?

Should they be tied to precincts at all?

What are the expectations of their service or participation?

Under what conditions will this status be revoked?

Is this status simultaneous with PCO and/or Paid Membership?

Will they receive any special training or communications?

Will they be invited to any special events?

How will they be credentialed and tracked in databases?

I can make the very beginning of the call, but have other things going on and will have be gone by 6:30 latest. If we don’t get to one point or another while I’m on the call:

1. I agree with Angyl’s concerns. The easiest thing would be to eliminate the Precinct Coordinator language  and for now voting members are dues paying members and PCOs (that one is ex officio)

While there is value to the precinct-walking work, there is value in other steady volunteer work. We could eventually come up with some method of using volunteer hours in lieu of dues, but that requires a lot of infrastructure. For now, simplest is best.

2. I still want registered voters as voting members. It’s not as if we bar other people at the door, but that seems a reasonable requirement for a "governing body of the Democratic Party “ Also don’t have to deal with the foreign-nationals concern.
