Floating tasks in a tickler file

I've got a great tickler file set up and I've found it very useful for
keeping track of date-based tasks. I also keep a bunch of binder clips
around so I can clip smaller items to the top edge of the folder so I
don't miss them.

However, the one thing I've found difficult is how to manage "floating
tasks". Sometimes there's something you want to check on every day for
awhile. For example, my bills. I want to pay my bills as soon as
possible, so I'll clip them to an upcoming date's folder. However,
since I'm a poor college student, the task becomes more of a "check my
account balance and see if I have enough money to pay my bills today",
and if I don't have the cash, it moves to the next day.

What I guess I'd like to find is an effective way of managing "every
day until its done" tasks that float in a time period.

Wouldn't that just be a "task" that isn't getting checked off for a
while?
