If you select a bucket and choose Permissions, you can set the group "All users" with the Read Only privilege.

Then select "Auto Apply" checkbox so it will apply this permission automatically in the future (and "Update All" to update existing files).

Unfortunately I don't see any "Auto Apply" checkbox:

Auto apply is grayed out and I cannot select it
